I think it depends. If someone like her singled you out (as the SOB who stalked me did) and you told them in clear terms to not "speak" to you directly, to not reply to anything you said, and to completely leave you alone, it MIGHT work if the person kept singling you out and attacking you first person. It's a whole lot easier if the person is trying to contact you one-on-one (such as email or PM) and you keep the proof of the contact, and have documentation that you told the person not to contact you. And, of course, there are the fuzzy gray areas - which probably would require a lawyer to deal with.

I also had an advantage- the guy was using spoofing software to get around the ban- and the moderator got tired of playing "bop the troll" (he'd get banned- and used his software to emulate another IP and be right back on the same day). It was painfully obvious that he was violating the rules of the blog (and probably his ISP) and stalking.
