That's the case with the Roman Catholic Church, Jehovah's Witnesses, Mormons, and many others. The doctrines and practices are set by a governing body and are uniform throughout the church body. At least that way the general membership agrees that they set the doctrines and standards and not the local minister.

The problem with Pentecostal congregations is that one pastor may teach one thing and yet another pastor will teach something different. So it is impossible for a pentecostal to determine the true doctrine and standards by any central figure. And of course, looking to scripture never had been their strong suit. And that's just within UPC. Then when you start researching Assembly of God, Church of God, etc. (those Trinity devils, according to the UPC I attended), you'll find a whole different set of doctrines.
